The other thing to consider with playing the lottery is that even if you "win" you lose! The odds of hitting the jackpot are 1 in 146, 107, 962.
So, let's say that you can play the lottery over and over again 146, 107, 962 times...boy, that's a lot of weeks! Even if you managed to hit every prize the correct number of times mathematically you would still lose. Why? Taxes, my friend. Not only is the money taxed after it is won at roughly 50% (on the larger prizes), the states take a cut off the top that is somewhere between 45 and 60% (I don't remember the exact numbers anymore) before the money even hits the prize pool.
So, to get the most play for your single dollar (making a bet that actually would generate a positive expected value) the jackpot would have to be in the neighborhood of $550 - $600 million and pray that you are the lone winner. Sure, you could catch lightning in a bottle and hit the jackpot at any time...even on your first dollar, I just wouldn't bet on it.
Does this answer tell you how to improve your odds of winning powerball on a single drawing? Not really.

First, there is no way to improve your odds, except to buy more tickets, and you would have to buy every possible combination to guarentee a win. Even then, you most likely would spend more for the tickets than you could possibly win, since most lotteries do not pay out 100% of intake, and usually there are more than one winner to share with.
But let's assume you really want to try and have the "millions" of dollars to pay for it: It's not likely that any ticket vendor could run every combination in the limited time available between Powerball drawings.
There was a company a few years ago that actually attempted this. Their only product was lottery tickets. "Investors" bought shares in the company and the money was used to buy every combination possible. Although it won some money, it didn't win enough to be profitable because the cost was higher than the winning amount. They also could not buy as many tickets as they wanted due to lack of time and resources.
Good luck, though. If you ever find a system that "guarentees" a way to win at gambling, call all the Casinos in Las Vegas. They'll send a private jet for you (assuming you have enough money to interest them), because they know you'll lose eventually.

You can draw all the graphs and charts you want. You can pay some of the best math experts in the world to team up with the best programmers in the world and make the best computer program in the world, running on the fastest computer in the world.
Guess what? The lottery draw is still a completely unpredictable and random event. If there were any pattern to it at all, it would be repeatedly won by math experts.

Even if you could pick the most common numbers that have come up and even if there is a bias for these numbers. You are still going to be facing odds in the millions still.
