that wasn't very exceptionally heroic to begin with...no the papers cannot help you for something you did 11 years ago
P.S.
i think you might do something better with your time than waste it asking "made up" questions which deserve insulting answers. Is this one made up too?
its not in my habit to assume that a person might be lying.
regardless to what you do, i must say that anyone who would disrespect their own partners like that need to be insulted, so i don't need "anger management"...besides you aren't particularly polite yourself.

The best way to be recognized as a hero? One act does not a hero make. People look up to someone who inspires and helps other people every day. People want to be inspired to be better people, and the best way to do that is to set an example and do good things every day.
Volunteer at a Womens' shelter, help an elderly person with their housework and errands, mow a "differently abled" person's lawn, start a neighborhood "Clean Up Club". Work to make your neighborhood a better place to live and then you will be a hero. People will recognize you.
Helping a dog deliver puppies is a great thing, but it was 11 years ago.

Easy and fast -- said nothing of modest and humble as any hero should be, but the easiest and fastest way to let them know about the medal -- tell them. Since you crave the attention and recognition so much, just walk up to them and tell them. "I helped deliver puppies 11 years ago and received this medal for it." Bam.
Just out of curiosity, how old are you?

Give it up Chico!
Your fifteen minutes of fame vanished shortly after you got the f-cking medal Eleven years ago!
Or you could start wearing the medal again along with a big sign around your front and back that sez - "I AM A HERO!"
and let the folks show their appreciation by laughing their ******** off!

if you got a medal for helping a dog have pups can i get a medal for giving birth twice i mean i actually broke a sweat....
I'm sorry, to me you just don't qualify as a hero, but the 600 or so soldiers i personally know they are hero's so are the police and firemen. if you need this much attention just hire someone to walk ahead of you listing your accomplishments

Petition your City and get a permit. And stand on a corner with a bullhorn and tell them what a wonderful person you are.
Unless you live in New York City. Where you don't need to petition the City. As there are nuts everywhere, and nobody pays them no attention
noway!
