I was looking at these harbor paintings and I was wondering how do harbor paintings differ from seascapes?

seascapes don't contain images of docks, buildings, pilings, boats, etc. Seascapes basically depict the sea itself, with or without sea life, and no manmade items in the scene.

Seascapes are broad canvas views and give the perspective of expansion and infinity. Harbours represent safety and protection from challenging circumstances. They assure the mind of security and this sense is conveyed sublimally.
