From what I know, English is the first language used in Singapore schools and the mother language (Chinese, Malay, Tamil) is taught as the second language. All law and business are conducted in English. All the street names are also in English.

In Singapore, unlike any other country in Asia, except Hong Kong and the Philippines, English is truly an international language. In other words, among professionals and the well educated in general, fluency in English is highly valued in one's skills profile.

Because the International Business language is English. If you don't want to conduct any business, or deal with business people, then there is no need to know it.
