I would shift the question a bit and ask who are the largest military spenders in terms of Gross Domestic Product - that would measure a nation's military spend as it affects their whole society - Angola, Oman, North Korea (25%), Saudi Arabia, Dem. Republic of Congo, Syria are all over 10% of their GDP, while the US is 3.3% and China is 4.1% -
