Guam is a US territory, so that would make them US citizens.

Edit: Some of the posts below are a bit misleading, because they're addressing residency in Guam vs. citizenship from being born there.

If I'm born in the continental US, and move to Guam, then I can vote, but I don't have a voting representative in Congress.

Likewise, if I'm born in Guam and move to Idaho, my vote counts the same as everyone else.

There's nothing restrictive or limited about citizenship gained from being born in Guam. They are full citizens, just like the rest of us.

Where you live makes a difference on how you get represented, though.

Guam and other territories of the U.S. gives Citizenship to them. They are U.S. citizens in this case, they have Representatives in congress, yet have no voting rights. They as citizens do not have the right to vote in U.S. elections, yet if your a 50 State citizen you an vote in U.S. elections.
