Get a board that can be slid through the cage bars to restrict he bird to the upper part of the cage. Then remove the lower part of the cage to clean it.
Get a cage with a removeable tray in the base, many are sold with trays that slide out for cleaning.
I own a pet store and care sheets are free on my web site.

Dear CeCe, Sounds like you have your hands full. You are flock leader, I think Sonny thinks he is. Wear a leather glove, and remove Sonny and place him in a safe place. You can have a friend let him bathe in a sink of warm water 2-3 inches deep. Take the cage outside, remove the toys and food dishes. Spray the cage down with one of those jet stream sprayers that you can get at any hardware store or even Walmart. It attaches to any garden hose. This should loosen any poo and other debris. Let it sun dry Line the bottom tray with newspaper and add a layer or 2 on the bottom inside the cage. You can disinfect the cage by spraying it with white vinegar followed by a spraying of hydrogen peroxide. Both are very non toxic. Now Sonny may be difficult to tame with ordinary methods at this point being 6 years old and all. Have you or a friend with a leather glove carry him around for 20-30 minute or more. He will settle and realize no harm to him will occur. Have a treat available to him with the other gloved hand. Do this everyday. Talk to him with a soothing voice. He will accept this after being gently but firmly carried around. This method has worked for me even on feral cats. Both of you need a mutually beneficial relationship. Extreme but effective. I call it firm kindness. Wear goggles if you have to.

I have never heard of a cockatail being mean. It is too bad after six years you have not been able to get his trust. First of all I would take a wash rag to cover his face and to protect my hand from being bite to take him out, what to do with him while the cage is being cleaned I don't know what to tell you. When I had my bird I never put him in his cage, I had a playpen that sat ontop of the cage and that is where he sat while I cleaned the cage and vice versa while I cleaned the playpen. He had free run of the house except I kept his feathers trimmed so he couldn't fly all over the place. On occassion I would turn around and he would be on the floor behind me so I always had to watch so I didn't step on him because he always wanted to be with me. I don't know if it is too late to try to train your bird, you might want to go to a pet store and talk to them and ask them some tips and see what they say. My cockatail talked and whistled songs and called me mama and was as sweet as could be. He loved sitting on my head and gleening my hair. The only time he became aggressive was if someone tried to take him from me. If I weren't in the house he was sweet and loving to my husband and grandchildren. I think your mistake is you said from day one you have been afraid of your bird and your bird has known that. Try putting on a pair of heavy gloves and start putting your finger in there to coax your bird to get on your finger and maybe you can get him to calm day and then you can enjoy this wonderful pet. I trained mine to talk at night with all the lights and tv off, by saying the same thing to him over and over. It only took a few months.
Good Luck.

Get one of those bird nets from the pet store.
Close the doors to the room you want to clean the cage in.
Open the cage and drive the devil bird out of it. The bird will fly to a high place and perch.
Clean the cage.
Catch the devil bird with the bird net.
Put it back in the cage.
Using the bird net, you should be able to avoid getting bitten.

the reason he bites you is because you are afraid of him and he knows it..after 6 years he is the domanite sp? species..not you. You can take him to the vet to have his beak trimmed or use a cuttle bone..wash your hands before trying this..every few hours if you have the time put your hand in the cage.DO NOT TRY TO TOUCH HIM!! this is just to get him to accept your hand near him. Do not talk to him! DO NOT pull away if he comes near you. You have to show that you are THE BOSS here!! do this a few times a day..every day.. By the way Is the cage at your eye level or above? LOWER IT!!! the cage needs to be at your chest height or below...I know this works..but you have to be confident in yourself if you are going to pull away and jerk whatever he will still be dominant... I know it hurts when he bites but take your index or pointy finger and LIGHTLY tap beak and say no.. he bites because he is mostly afraid. Well I hope this works for you Good Luck!!

Catch the cockatiel and put him in a smaller cage or box with air holes.

Then use a mixture of water and vinegar to clean the cage, then after the cage is clean put the tiel back in the cage.
