Well, these guys have a 323 area code, so they're in Hollywood somewhere, they're an online shop, so whether they'd let you come pick up, you'd have to ask them about, also, they're wholesale, so you'd have to have a resale number and the minimum order is $300, but it's the first thing I found.

americanframe.com has the cheapest frames I've ever seen, all custom sizes too.
