Near the Budweiser plant in Fairfield, CA. It's right off Interstate 80. Neat place, and lots of free samples...from both of them.

well you go down main st. till you get to the kibler tree, then you take a right and go past the green giant, make a sharp left when you pass willy wonka's factory and you are at the jelly belly factory. =P

Just so you know, they're not all in CA. There's one in WI, you could spend your summer there :).
The one in CA is about an hour (no traffic) drive from San Francisco. It's pretty close to Napa as well.
