The thing with that is if you're sucking the mucus up, you're probably sucking the air directly from that person's lungs.

There are other antimucus drugs on the market; if those don't fit what you need you might need to hospitalize this person to get them intubated if it's serious. If it's just stuck mucus that won't come out, try mucinex or something.

You need hot tea, chicken soup, echinacea, cough drops, a vaporizer, cold medication and a extra blanket.
