blood banks send out a courtesy card with that information included, but you don't have to keep it for the next donation, it's for your information only, to let you know what type of blood you have, and the number that was assgned to you in their computer system. they can track how many units of blood you have donated over time. Yes he can give blood again, otherwise they would have send a different type of communication telling you that your blood was unable to be used, and why.

The Red Cross test each donation for HIV, Hepatitis and other blood issues that might be transferred to a person that might get the donated blood.They should have notified him if there were any problems, but for your own peace of mind both of you should get tested and if you both have other partners you should get tests every 6 months to make sure you both are still HIV negative.

Yes, blood banks test the blood they take to make sure its clear of HIV and other such diseases. They wouldn't have sent him a card with a donor number if his blood was contaminated.
