Of course you are not retarded. You are human. It is normal and common to get drunk and have sex. Maybe it isn't the best thing to do, but a whole lotta people do it. You have nothing to worry about.

if you're saying that you got drunk and had unprotected sex with someone, then yes, you could have HIV.
I would highly recommend that you see a doctor and get tested.
