The answer is ..if they are vegan..yes...whole foods makes great chocolate chip cookies and many other vegan cakes, pies and cookies..I make them as well when I have time

As long as the batter contains no milk or eggs, and the chips aren't made out of milk chocolate.
I bake chocolate chip cookies all the time, I use soy milk and replace eggs with veggie oil or apple sauce for the batter, and I used carob chocolate chips, or pure cocoa chips.

If you go to a kosher food store, you will find chocolate chips that are pareve - that is, they contain no meat products and no dairy products. (Be aware, however that pareve foods can contain eggs or fish, although you wouldn't have to worry about that in chocolate chips).
Then you just need a recipe for an egg-free cookie.
