We have four cats and two of them do that all the time.
From what I've been told cats do that for the same reason a Meerkat does it.
Something of great interest or something they believe maybe a danger has caught their attention

Same my cat does that. Maybe they are just trying to stand up to see something i dont know! Thats what i always presumed! Great question!

My three kittens do the same thing. I think they are just trying to get a better view at what is going on outside.
