2008,07 means that it expires in July of 2008.

The date is not for the bandages, but for something else in the kit. If there is an antibiotic ointment or something, it would have an expiration date, and need to be replaced. Bandages and gauze do not expire. They maintain the sterility as long as the packages themselves are intact. Actually, as long as the bandages aren't gotten wet or dirty, and are still in the original packages, they would still be just fine. Sterility disappears the minute you rip open the package anyway- what you are really aiming for is just a very clean bandage material. Since the person is more than likely going to go to the doctor anyway, it will all get removed there and replaced again. So as long as they were clean to begin with, it just doesn't matter. Look inside your kit for medications or first aid ointments, though, because that is what the date is refering to- not the bandaids or bandages.

2008-07 Means you need to use that bandage within the 1st year of 2007 up until the first day of January 2008.
