Yes Just go back to Motor Vehicles with your Birth Certificate and they will pull up your records.As to how you lost them. I do not know.But it will cost you a small fee to get them back so long as you lost them other than by a judgment like losing your wallet and they were in it.

check with your insurance agent. He should have it on file. Or your bank should have it. If you lost your license you should report it immediately since someone can alter it and use it for identification. Report it to the DMV while you apply for a new license. Replacement cost is nominal. But protect yourself by reporting it immediately.

If by "lost" you mean taken from you by a court for a violation, not until you pay the fines and all that. If by "lost" you mean misplaced and can't find, yes, you can get a duplicate.
