Following any one of these rules will work, if you do them well enough, all of them are evil and none of them are good.
1.) Offer power (nothing in this rule about actually giving power).
2.) Tell people what they want to hear, especially when they want to hear it. Make promises (nothing in this rule about keeping the promises).
3.) Go with the flow (or at least pretend to).
4.) Do and/or say whatever is popular at the time.
5.) Appeal to the self (lift them up, even if you have to break them down first). Beautification (even if it is a false mask), so-called superiority, false hopes and dreams, it's all in this rule.
6.) Offer quick solutions, instantaneous gratification.
7.) Use trickery, deceit, sleight-of-hand (which includes lots of flash, pizzazz, and/or glamour).
8.) Brute force (slavery, mind control, police-state, any of that is in this rule).
If you notice, all of these rules have their limits. Sooner or later the followers will find out that these things are just a way to power and control. At this point, if they can, they will try to break loose.
