An F-1 visa may have been denied because you were not able to overcome the presumption of being an intending immigrant. An H1b visa does not have the same requirement. Therefore, the one may not necessarily impact the other. However, it is also possible there are other reasons you did not recieve the F-1 visa, which may now prevent you from receiving an H1b visa.

When you get denied a visa, you can request them to send you a letter telling you why. Most F-1s are denied visas because they couldn't "prove" that they were planning to come home. That could've been due to a lot of factors and can be harder in some countries than others. However, H-1Bs are allowed "dual intent" of a temporary stay and/or applying for Permanent Residency, so you don't have to worry about that. Now, your big concern is to find a company that'll sponsor you for an H-1 and actually making the cap.
