b. he has admired you for a long time before and has said this now but may have fallen for you when you didn't even know it
c. he just wants sex
d. he is in a rush to get married
e. he doesn't know the value of the "L"word and just throws it around

It means he doesn't have very good timing and he's a little immature. It means that he's either trying to have sex with you or that he really has liked you for a long time. He just doesn't know that this kind of thing scares girls when you say things like this so fast. You have to ask him why he feels that way, and vow not to have sex with him for a long time.
