does it mean that a guy likes you when asked by a mutual friend whether he likes you and he says, 'i really don't know, i don't have time for a serious relationship right now because i have exams coming up and i'm really busy'?

does it mean that he does like you but doesn't want to screw up in his exams?

excuse, if he liked you, i mean liked you he would try to balance both and not miss the opportunity to be with the "BEST" girl you know.

No it means that he really is not all that interested but didn't put a cap on it in case he is lonely some night. Girl you do not need to succeed by being dumb-asses left overs> This man is blind to your beauty!
Did the Good Lord Create You? Yes he did. Are you fine ....yes you are.
Let him be...let Jesus find you the one> Motivate your brilliant mind on educational avenues if it means only going to the library and picking up a book. The man who is your angel at first will seem unattractive but will be right and slay a dragon for you. I f you go for him you will-be content beyond your wildest dreams as well as loved every minute of your life. I see a D somewhere in his name. Do not CARE what people think.you are young and impressionable......but do you think these Judges will pick you up when you are down. NO, go for "D" boy he wants all the best for you.

By the sounds of "I really don't know," it sounds like he really doesn't know.
But if you two know each other rather well, or this is after a date or two, there's a good chance it's an excuse.
However, if you two don't know each other too well and you're trying to get a date, he might really mean what he says...
Either way, or perhaps another that I haven't thought of, I suggest trying to catch him at a less busy time.
Retirement, perhaps?
Nahhh, Spring vacation is better.

Could be either. Most likely he wants to keep his mind on his studies at the moment.

Wait till the exams are over and try again. If you get another excuse, he doesn't like you.

Well...he might like you, but maybe he's afraid that he won't share much time with you because of the exams. I think you should ask him personally what he wants, and maybe when he'll get over this hard period, you'll get together ;) good luck

It's possible. Do you really want to be with a guy like that?
