The pics on a CD are just files on a drive, and you can handle them just like files on the C drive. Put the CD in its drive and determine what drive letter that is. Then some options are:
. Open My Pictures and navigate to the CD drive. Right Click the picture files on the CD and choose Edit/Copy. Navigate to a folder in My Pictures (you may want to make a new folder to identify these pics), Right Click and choose Edit/Paste.
. Open Windows Explorer and use Edit/Copy and Edit/Paste to copy from the CD drive to where ever you want to store the pics on your C drive.
.Open your photo editing software and then Open and Save As each of the photos from the CD drive to the C drive.
Good Luck

are you talking Kodak picture CD or Kodak photo CD? they are very different. The picture CD is just regular JPG files that can be read by MS Paint or any image program. PhotoCD (TM) is proprietary with Kodak, and only paint or photo programs that can read the pcd file structure can view them. Once loaded into such a program, save copy as BMP for use as the Windows desktop screen.

If you mean that you want it to be your wallpaper, just open the pic from the Kodak CD and right click your mouse while on the pic and you should have an option called "set as wallpaper". Click on that and it'll be there.

drag and drop to your desktop. but i'd advise keeping your picture files organized in a folder.
