Think of it as a privilege that "losers" go near you. Yeah, I agree, they're annoying.
But what would you feel even if LOSERS won't go near you?
I mean, can't you see that you attract losers; that means that you even have the possibility (a great possibility) to attract great guys.
Imagine yourself alone, that even losers don't notice you. Wouldn't you be worse?
Be thankful that people love you, not everyone gets a chance to be loved.

You are not a loser magnet. You just prefer losers.
OK, here is an idea that has probably never occurred to you. Stop choosing the losers over the decent guys that you normally reject.
This isn't rocket science.

All boys have value. That you see them as losers undeserving of your time is the basis of your problem. You will chase away the ones who don't want to play mind games and keep the ones who do.
Find good in all who compete for your affection. Play the field - if you're not committed, you're not committed. You don't have to play like you are engaged if you're not. Date several and dump the losers.
Get a dog. Don't hang with any guy who isn't better than the dog.

Figure out what it is inside YOU that makes these men attractive to you. If you attracting them then you must be attracted to them in order to do so.
