Once he does fall asleep, wake him up a little early tomorrow so that by tomorrow eveing he will be zonked out a bit early.
Nothing you can really do tonight, it does seem a bit unfair that your husband let him sleep for two hours and then went out with his friends while you are up exhausted from work with your guy's toddler.
I'd talk to him about that.

You'll have to set up a routine and stick to it! My son knows every night he is going to eat supper, get a bath and watch cartoons for 30 min or so and then it's time for bed. I start his bath at 7:30 and watch cartoon til 8 then I have time to get things ready for the next day. It will take 2-3 weeks but after that it will be like clock work. :)

Turn off all the lights in the house, crawl into bed and he should come, softly sing him to sleep, but whisper it, whispering is sootheing..

When I use to babysit my sisters son... I'd be like are you sleepy and he'd say no and Id be like yes you are lets go to bed, cause Im sleepy... and Id be like when we get up in the morning we'll go swimming... what Im saying is promise him something special after he wakes up all you have to do is get in bed and lay him beside you... even if he doesnt sleep let him know its wind down time... get a backbone girl!! i think you should call your husband and tell him to get his *** home and take care of the lil one while you sleep i mean whats that you come home from a long day at work and this guy goes out with his freinds

Try less tricking and more parenting. (no offense)
The best thing would be to turn off EVERYTHING that's lit, all electronics.
Leave one light on by your bed and he'll join you in bed.
Then read to him.
It can be a night time routine.
Enough reading and he'll fall asleep.

give him warm milk and just keep talking to him he will be out in a flash
cause after every hyperactive moment kids are tired after it
beacuse they have ran out of energy

i think you should give him milk or scare him if you don't want close all the lights and he might jump to bed because he can't see anything. i have a sister, she's also 2 years old, my parents close the tv and lights and open the radio with her milk. that's all, good luck!
