I had some idiot do my state taxes and he forgot to fill in the line that read "State Income Tax Withheld". Therefore i owed CA, $497. When, i found the error i rushed to HR block and they filled out a 540X and now CA owes me $178. My question is should i send in the $497 and then wait for them to refund that PLUS the $178, or just wait for the $178, The Fedral Tax Board says I shuold send in whatever I owe and then later they will refund that amount + $178 but the woman at HR block says there is no need to send in the payment since I filed the amended return before April 15th. What do you think?

No, don't send in payment. The Franchise Tax Board has a record of your W-2 and the taxes you paid in, whether you filled in the amount on your tax return or not. They will send you a check after they process the amended return.

No, don't send your payment. Most people don't realize that payment does not have to be sent with the tax return, as long as it is mailed by April 15th (or first business day after). So since your amended return was done before the money was due, you will just confuse them and not see your money for a long time.
