Cheapest would be a veterinary college in your state (if you have one), and even then it isn't a cheap program. Don't forget the other expenses on top of tuition (cost of living, text books, supplies, etc). Text books for one semester (if you get all that are suggested) can be over a thousand dollars (and a few hundred nevertheless if you only get a few). Awards, grants, and scholarships can be useful too if you can get them.

it is cheapest if you are in instate resident. You could always establish residency in a state before applying. As far as out of state tuition, i think wisconsin is the least expensive at 23,000 a year. Most run around 35,000 a year for out of staters. But as already mentioned loans are available.

Well,
I don't think there is, (and why would you want go there) BUT there is all sorts of financial aid. Grants, loans, and scholarships will pay your way through school.
U.C. Davis is world class. It's in California.
