Unless you are ready for surgery, then the only thing you can do is use sunscreen to prevent new lines. Mosturizers are surface and would have to be reapplied frequently throughout the day to maxmize the "appearance" of reduced lines.

no you never apply face cream around your eyes...
your eye area is much more sensitive and it has a thinner skin and it needs specific creams. make sure you apply your facial cream with upward movement, and you stop where your cheeckbones start. dont apply cream higher than where your cheekbones start. then get ur eye cream and apply it with padding your fingers around the area....not by pulling the skin around.
do that twice a day.

I am apligise for my english, but you should separate creme. Crem for eye is much gentle. I don't suspect this will do much for the lines unless you use creme for lines.
