It means that there is an electrical connection in a place that there shouldn't be. This results in A) The bypassing of current away from a given place, meaning no current passes through a particular point, or B) There is a direct connection between Vcc (source) and ground, resulting in your circuit going up in smoke!

A short is a condition in an electrical circuit where resistance has been reduced. Ohm's law tells you that when the resistance is reduced the current flow increases. Typically this will blow a fuse or trip a circuit breaker.

In the real world many circuit failures end up as opens. But they get that way by shorting first, thereby burning the shorted component until it opens. If a circuit continually blows fuses then a real short exists.
