periodically, i get really dry rough skin on the sides of my neck and on my collarbone, and sometimes between my breasts. i have to put way extra moisterizer on it for a few days, then it starts to slough off and goes back to normal. i've put on a couple pounds and was wondering if it could be the skin stretching? but i don't have stretch marks. or could it be chaffing? has anyone else experienced this? is it just dry skin or what?

Nothing to do with stretching skin. It's most likely seborrheic dermatitis. I've had it my whole life but it's only annoying occasionally. Check out this link

I always wash the effected area gently then use a good quality moisturizer. Don't scrub it too hard because under the flaky skin it can be sensitive.

There are many conditions that can cause extreme dry skin, only a dermatologist can tell you for sure.
But the first step is to find out if you are hydrating your body from the inside out, meaning drinking at least 8 glasses of water a day, very important.
