'Baby hairs around the hairline usually have two main causes:

No, they're not going to grow out. A lot of girls would kill to have wispy baby hairs. You shouldn't tame them when you have your hair in a ponytail, it makes your hair look wimsical. But if you want to tame them, try lotion.
