read the HOA rules. these usually apply to changes to the exterior. you would be able to remodel the interior.
i replaced the popcorn ceiling and flooring in mine before i moved in. congrats on home ownership!

yes, you can change anything within the condo. changes to the outside have to be approved by the condo association.

you can redo the inside however you like. The association is usually concerned with the outside, & has rules on what can be done to it.
