No you will still be disqualified, and your name dropped from the eligible list. You wouldn't make it through recruit training with asthma

No.
It would be a dark day in America (U.S.), where 25 million men and women of good health have all been utilized, and the enemy was at the gates of Washington, D.C. But then, ya, I suppose they'd let the asthmatics fight.
Actually, somewhere before that they might let you in. And, it would matter just how bad your asthma was. Also, you may get drafted early on, like everyone else. But you'd easily get a medical deferral because of your asthma.
But people tend to forget that we are not intending to fight many wars in the future where there will BE large forces of men needed. We can destroy an enemy with air power. We just can't occupy a nation without manpower.
Most wars in the future will be about reducing an enemy to rubble, not occupying their country. Even if we one day see a draft, it will never again be like the drafts of the World Wars. That kind of manpower isn't necessary any more.

I feel your pain. I've had asthma for 14 years now and have seen several doctors. The truth is, there is no known cure for asthma at the moment. But the symptoms can be prevented. It really depends on what causes your brother's asthma. Mine is usually dust and hot weather. But I think the universal method is using the control inhaler.
I cured my Asthma the natural way?

Medical standards and fitness requirements for combat still apply, even during a draft.
I don't know where asthma specifically fits on the list.
