The answer is false. In perfect flowers the 4 parts are the petals, sepals, carpel, and stamen. Some flowers are termed imperfect and these flowers can be monoecious meaning that they contain either only the male (stamen) or the female (carpel) reproductive flower parts. Therefore not all flowers possess the four fundamental flower parts.

i'm pretty sure its true if your talking on the out side(petal, pollen,stem, root). But i know there is way more for sure on the inside.
