I have been reading your questions here for a long time, and you really need to speak to a professional. Either you have a very, very limited grasp of the English language and cannot express what the real problem is, or you have some serious paranoia issues and need to seek some help. You have posted hundreds of questions like this under various names. None of these answers ever explain things, right? That's because we have no idea what you mean or what you want. Just like in the movies, the chief of police arrives in the scene of the crime together with the ambulances. There is nothing more to do to prevent the crime from being committed.

I've never heard of any chief of poilce that wasn't corrupt. That should answer the question...
