I would say the biggest is the.
800mm 80 cm Gustav.
could fire a shell that weighed more than 7 tons at distances up to 37 km (23 miles).
http://en.wikipedia.org/wiki/80_cm_Gustav
But the strongest would be little one, mega boom for the bucks.
280mm M65 Atomic Cannon.
http://en.wikipedia.org/wiki/Nuclear_cannon
I just had to add one more the Little David 914mm

What is the strongest gun in world? These kinds of questions are entirely too broad to be answered with any degree of accuracy. When Dirty Harry declared that the .44 Magnum was the most powerful handgun in the world, he wasn't exactly correct, as there were more powerful handguns in Communist Russia that he wasn't aware of. By asking "What's the strongest gun in the world" you are including sporting arms, handguns, howitzers, etc. A howitzer cannot be compared to an elephant gun, nor to a handgun so you should try to be a little more specified when you post your question.
Best.

By strongest, do you mean the most durable......or the one with the most energy at impact of the projectile? Also, are you wanting to know in the civilian market, or military?....Handheld or crew served? See, ya gotta add some specifics!.....lol

By the word "gun" I am going to assume you mean a sort of firearm somebody can carry--the kind of thing that one person can at least *transport* from point A to point B. This rules out most small howitzers and cannon.
In terms of long-distance damage, your best bet is a .50 caliber sniper's rifle. It is able to shoot an aircraft out of the sky from a good distance....it has a fairly good combination of both ranged accuracy and ballistic penetration (meaning it is large enough caliber to poke large *entry holes* in the target).
If you are talking about the strongest *recoil* or reaction to being fired, you may wish to look into marine shotguns. The biggest-bore landbound shotgun in use these days is an eight-gauge, though six-gauge shotguns have previously been made primarily to hunt *tropical* big game, such as elephants and rhinos, whose thick skin will not let much less than a shotgun slug pierce it.
The problem though is that if you get bigger than a modern eight-gauge you will usually *not* be able to fire it manually while holding it, most folks just aren't strong enough to take the recoil. Six-gauges were commonly shot from tripods, as were their modern maritime descendants...
The marine *four gauge* shotgun. This is the largest shotgun still made though it stretches the definition of shotgun a bit. It is always fired from a tripod on board a ship, either a merchant marine vessel or a whaling ship, and the gun is almost always used to launch nets or harpoons.
Of course, there are other firearm like weapons, such as grenade launchers that typically launch the grenade with a modified shotgun, but the damage from those comes from the explosive payload in the ammo and not the shotgun launcher itself. So I don't know if you'd consider the *gun* more powerful--in the sense of doing more damage--or the ammunition.
Either way, you are most likely not going to get either of the guns mentioned above. .50 caliber weapons and above (which are very rarely built these days) tend to be illegal to own or purchase unless you are a Licensed Gunsmith or Military Personnel. And likewise you need to get permission above and beyond what's normal to even get *parts* for anything bigger than a twelve-gauge shotgun, never mind the tripod you'd need to handle the bigger shotguns.
Also....I'm just talking about *single shots* here, it is both obvious and clear that guns that fire automatically (highly illegal for civilians to have!) and semi-automatically (mostly illegal) are going to have an advantage even if they are a smaller caliber (hence NATO's fondness for the 9mm....bullets are cheaper to make in excess than high-caliber guns).
I hope this helps, and thanks for your time. ^_^

Besides the obvious answer (my biceps), I'd say the most powerful available to civilians is a .50 caliber.
