If there is no bet to you, you can do 1 of 3 things
1 - check -- this means dont bet, hope nobody else bets, and see the next card for free
2 - bet - in a limit game you would have to bet a fixed amount. in a no limit game you would have to bet at least the big blind and as high as you want
3 - fold - but there is no reason to do this if checking is an option
If there is already a bet to you you can do one of the following
1 - Call -- this mean you will match the original better's bet so you can stay in the hand
2 - Fold - You do not put any more money in the pot, and you reliquinish the hand. You cannot win the hand now no matter what other cards come
3 - Raise - in a limit game your raise will be for the same amount as the original bet -- so if the bet is $4 - you can raise to $8 (call the $4 bet and raise an additional $4)
In a no limit bet, your raise must be for AT LEAST the original bet. So if someone bets $4, your raise would have to be at least $4 more, and could be up to all your chips

The first person who places a sum of money in the pot is the bettor, they have bet. Anyone who matches that bet has called. Anyone who bets more than the amount of the bet has raised.
In Hold'em for example there are two forced bets in the first round known as the small and big blind. So in the first round, anyone wishing to stay in the hand must call the big blind (or call a raise that happened after the big blind).
After the first three community cards have been dealt (the flop) there is another round of betting. This time there are no forced bets so whoever first puts their money in the pot is said to have bet. Once someone has bet, anyone who bets more than that is said to have raised.
The next two betting rounds come after the fourth and fifth community cards have been revealed.
So to summarize a bet is the initial action, a raise is a subsequent action where the bet is called and then raised by a larger amount.

You cannot raise unless someone else has already bet. So you can bet first,say, $5. Then, someone can raise you $5 more,for a total of $10. Then, if you want, you may re-raise as much as you want. If you re-raise $20, the other player has the option of calling, re-raising, or folding(throwing his hand away). In some houses there is one bet and three raises allowed. In others four or five. Usually, if only 2 players are left, you can bet and re-raise forever.

a bet is the initial amount you put in. If someone feels they have a better hand they can raise. If you want to stay you must make up the difference or you can make up the diff and raise them.

when you bet you put money in then they call or fold or wahtever but if they bet you can either fold,call,or raise it to a number
