I don't think there are technically levels above Top Secret. I think that once you get above that level, it is not so much that the clearance is any higher, just specific.
A top secret clearance is a blanket clearance to cover items which are classified that way. Above that level, the clearances are NOT blanket.
Suppose that we were talking about projects X and Y. If these projects were determined to be more secret than Top Secret, then people given the knowledge of them would have a clearance for X or Y. They would have Top Secret plus X or Y or even X and Y.

I think you're confusing levels with the various levels of compartmentalization ans code word clearances used in Top Secret classifications.

By federal law, there is no level of classification above top secret. There are special kinds of top secret, such as SCI or Special Compartmentalized Information, or in lay mans terms, need to know. And you don't need to know.
