It's the title of a theme-song from Dragonball Z. One of the teachers I work with sang this karaoke on a bus trip lol.

As for what it means...I'm pretty sure it's nonsense. Kind of like "lalala" or something.

They just kept the "cha-la head cha-la" in the English, so yeah, basically doesnt' have any real meaning.

When I try to get a translation for it, it sends me to a music of anime page and I see Dragon Ball Z listed twice. I didn't want to spend a lot of time on it. But that does give you a direction to search in. Did you know that you can download a translation tool for your goggle toolbar? That way you can translate entire pages of Japanese and whatever.
