I think you are referring to a calculation developed by NBAA (National Business Aviation Association) to provide consistant comparisons of ranges of various aircraft. The calculation takes into account IFR flight conditions and enough fuel to locate an alternate airport.

If you mean NBAA, then it is the US 'National Business Aviation Association'.

I haven't the faintest idea what 'lfr' means, unless you mean 'IFR'.
IFR is 'Instrument Flight Rules' and is a set of rules that apply to aircraft operating with primary reference to instruments i.e. not visual flight, where primary navigation means is by looking out of the cockpit. It doesn't mean that they are actually in flying in IMC (instrument meteorological conditions, just that they are flying by a set of rules).
