That is some liquid substance that county highway workers put on the roads to prevent frost from forming on bridges and overpasses. That is most likely what you are seeing and where you are seeing most of it. I can not remember what the liquid is composed of. It is NOT molasses and salt. Beware though. Studies of accidents are finding that this stuff is actually slippery within the first 12 hours of application.

Ok, I live in a cold winter area (Wisconsin, USA) and I have NO IDEA what you are talking about!

OUR highway teams use salt & sand to help icy roads---more sand if the temp is 20F or less, as salt won't melt it then.
