I am not qualified to comment on the passport issue but, as an experienced UK travel agent, I can assure you that convictions are NOT a bar to entry. If you are holding a US passport, you do not even need a visa. You will be asked, on arrival, about the purpose of your visit and possibly to demonstrate that you have enough funds for the intended length of your stay.
No-one will ask you about your past. The only exceptions are a very few people whose presence is deemed to be against "the public interest". A few racist activists (both black and white) have been refused entry when coming here to give lecture tours, and a few exremist muslim clerics...

I'm a U.S. citizen with a felony conviction who also has a legally obtained passport. I have traveled all over SE Asia, Mexico and Europe. Not a problem at all ..only place I know of that I can't enter is Canada.

A convicted felon can't get a passport to leave the country. That being tthe case, he/she won't be able to visit England and, after January of next year, not even Mexico. That's when the new passport laws go into effect for all exits and entries whether by air, ground, or sea.

He can with Home Office approval, providing that he has someone in this country who can vouch for him. Also that his intentionare only to visit and not coomit a felon whilst seeing the sights.

yes if they have been released I don't see why not...I'm not an expert or anything but surely so long they are no longer wanted they can visit?
If they are wanted they are likely to be arrested at the airport, I guess
