Actually, you're just supposed to pop it out on the part that's perforated (the center tab is supposed to hit the water). That way, when you flush, it's sucked away and you don't have to touch the toilet seat to dispose of it.

No, I pop it out, and drape it into the toilet, that is how the water catches it and flushes it away.
Cute story: my mother, God rest her penny pinching soul, had been on vacation many times, and encountered may nasty public toilets. She saw toilet seat covers, made of tissue, in a catalog, and they came with a cute little bag to carry them in. She thought the price was much to high, and she would have to pay postage on it, too . She bought tissue paper, and cut her own, on the kitchen table. Took her a long time!. She put them in a Baggie, and put the Baggie in the Kleenex box on the front seat of the car. She doled one out to herself, and me, every time we made a bathroom stop. She did this on every vacation. And we did not have to pop out the center, she had cut it so it fell down and into the toilet, on it's own, no perforations needed..
So, I consider myself to be a veteran of toilet seat covers.
You have to pop the center out, else wise, you get the whole cover wet, and the germs come off the toilet and onto your seat [the big fleshy one setting on top of the cover, as well as the wooden one under the cover] This rather defeats the purpose of the cover.
Now, everyone get out your scissors, and cut yourself 250 toilet seat covers! Mom would be so proud!

Tear out the inner part, No..just pop out the front and push it down before you put it on the seat..I touch nothing in a bathroom with my hands..use tissue to touch everything...germs..germs..germs..germs!!

Yes- It makes a great gift wrap and gift bag stuffer.

You can also line a cookie tray with it (keeps them from sticking to the sheet pan)

It also makes a great playtime activity for children

I tear it out I am always afraid if I drape it down it is going to absorb the water and pee and get me wet.
