I think it is both peppery and spicy. it is a spicy taste and has a great black pepper spice flavor. It is similar to the red hot pepper flakes in that it is spicy and has a different flavor. interesting question, but I think the answer is both.

The taste registers as both, depending on how much you use and what kind of pepper. For example, white peppercorns (Pepper with the black husk removed) register more as peppery than spicy.

A little pepper, added with some salt, simply heigtens the flavor of whatever you're cooking. The peppery flavor acts as a foil to bring out other tastes in your food. When you add too much pepper, then it begins to register as spicy. Which is also delicious in my mind.
