Of these 4 cities, I've spent time in 3 of them at various times over the last 40 years (i.e., all but Sigapore). I still like London the best.
Three reasons (of many):
(1) It's a cosmopolitan world center, with lots of other places (in different countries) very near to it and with a variety of local societies and cultures close at hand (the rest of the British Isles, crossing the channel to France, near to the Low Countries).
(2) Again, on the variety continuum: lots of good museums, galleries, theaters, concert halls, and a variety of neighborhoods and landscapes (gardens, zoos, parks, etc.) New York is similar, but in London you can go back into different historical settings, up to about 9 centuries ago.
(3) Variety of people; cultures. All 4 cities are the same, but I've enjoyed London the most.

Of course, it all depends:
New York and London are fairly similar
Singapore and Montreal are not
If you want to party, meet French Girls or go to strip joints from May to Sepetmber - Montreal is your place.
If you want lots of attractions and no culture - New York
If you want lots of attractions and culture - London
If you want tropical, First World and impeccable society with no crime - Singapore
I have lived in 2 and been to all 4, I suggest Singapore or Montreal, the closest to where you are now.
