You shouldn't need to put foil on the rack. Most grill manufacturers recommend starting the grill on high for about 10 minutes, then reducing the heat to medium for grilling things like steaks, burgers, pork chops. Be sure to grill with the lid closed to maintain a consistent temperature and reduce flareups.
That grilled flavor comes from the juices vaporizing as they come in contact with the coals, lava rocks, flavorizer bars, etc.
For grilling times we use the cookout calculator at charcoalbob.com. Just enter the details of the things you will be grilling and it gives you printable instructions for how to grill steaks, chicken breast, pork chops and the like. It also has grilling tips.

Aluminum foil, when combined with certain acids found in common foods (such as tomato), oxidizes. I use my gas grill for alot of vegies, and those acids could cause some problems for me. Unless you want to be eating aluminum, I wouldn't suggest foiling your rack.

no, just watch it carefully and if it lights up under the meat just move it or squirt the burner with a little water, but it shouldn't be much of a problem, i've never used foil

I wouldn"t say it is good or bad thing. It won't harm your grill. the only thing it really does is changes the flavor of your meat. So i would say give both ways a try.

you shouldnt ....... the flame will be fine if the grease hits it but if you put foil you are ruining the grill flavor- might as well bake it.

You can if you want to but you don't have to. You just need to watch and make sure it doesn't flame up in certain areas and burn your food (just like with charcoal). I usually keep a spray bottle of water nearby in case I need to squirt a little to keep the flames down, but that is about it.

No. Just keep an eye on whatever you are grilling. You may burn a few steaks but you will learn.
