I would be open and honest with them. As it is illegal , most pot smokers , like myself, dont want to draw a lot of attention, or infringe on others rights who dont smoke.
Knock on the door, be nice and straight forward, " Hi, I would like to talk with you about a problem Im having." I'm not here to be a pain in the butt or tell you how to live your life, but, Im aware you smoke pot and the smell is coming into my home. When you smoke can you please do it outside or by a window as the smoke comes through the vent? Also I have children, can you please be discreet while smoking outside? I would really apreciate it.
I would assume they will comply as they dont want more problems.
You dont have to worry about a contact high at this point through the vent, but if they were smoking in the same room with the kids, YES, they can get a contact high.

I would start by knocking on their door. Don't be confrontational about it, but tell them you don't care that they smoke, but you DO care that your house smells like YOU smoke.
Chances are, they don't even know you're all getting a contact buzz, and will be happy to cooperate. As other answerers have said, most pot smokers want to be discreet about their smoking habits.
If it doesn't help, I'd knock on their door again, and be a little less cool about it - "hey, I know I asked you a couple weeks ago about being careful when you're smoking....I really don't want to be a hard@-- about it, but this is getting out of hand."
If they STILL won't cooperate, then you're left with only a couple alternatives - either block up your furnaces & windows or call the police.

I think your choices are a bit limited. Either you confront them about it or call the cops. Either way, it will affect your relationship with them.
But anyone who shows no regard for the law or to how smoking pot might adversely affect their neighbors deserved to have a visit from the cops.
It's going to be tough, but you need to put family first here.
Man, such wussy-fied answers. "You don't have the right, just talk to them nicely, cover up your furnace, get a fan."
Whatever happened to good old fashioned "I'm in the right and they're in the wrong?"

At present you cannot forbid people from smoking in a duplex ( it is cooming though ). As for smoking pot, you could call the police. You could talk to the landlord first and apprise him of the problem. Good luck, you and your kids should not have to be exposed to this.

yeah, just say, hey, I don't mind you smoking pot, but it's been coming through to our side... any chance I could get you to smoke outside? If they don't then ask if they'd prefer to deal with the cops. They probably don't even realize it's coming through, and would be glad to hear about it, most pot-smokers don't want their neighbours to know they do it, (being illegal still) so they will probably be grateful for your talking to them rather than just calling the cops on them.

You CANNOT ask them and expect them to do it. Period. You might mention that you smell their pot smoke a lot in your house, but let them decide about doing something about it. I don't think smoking it outdoors is a good option for them.
What you can do is to find where the smoke is coming in your house, and either shut the window, or put a window fan there and have it blowing out the window as an exhaust fan, or if it is the furnance, then block it when not in use.
Or you can call the police and report, I suppose. If you call the police, you may find yourself in a situation where you have to move, (danger, danger Wil Robinson).

I'd call the cops but if you don't want to be mean about it just try strikeing up a conversation with one of them next time you see them and try asking them nicely. The only problem is if they don't and it becomes a bigger issue and you're forced to call the cops latter on, they'll know it was you and things could get ugly.
Just call the cops, you don't need that kind of environment around your kids.

No ..your kids will not get high and yes you mght be over reacting.....what if they didn't like the smell of what you cook..or your candles..or your room freshener ..or your perfume..OK..you get the idea..If it is so strong that it is really bothering you .....you can ask them nicely and tell them you understand but that it smells really strong in your apartment ..and could they either smoke out the window or outside ...they would probably would do something if you ask them politely......if not I say buy a room air freshener machine or light a candle ...

Maybe you could burn incense by the furnace and let them find out the supple way that if they can smell your incense that you can smell their pot. Or stick a note on their door.

You could write them a note and slip it under there door, if that doesn't work do one of two things, if you have a landlord complain to them and they might handle it. If not, call the police they will arrest them for illegal possession of drugs and then the problem will be solved.
If you don't want to get them in trouble, trying asking them nicely to stop, using the words like "please", "thank you" and "I'd appreciate it". If you sound accusatory or make it sound like you are telling them what to do they will continue to do it just to spite you.
