What can I do? I wear it straight most of the time and it's down to about the tips of my shoulders.

Try some highlights and long bangs to wear to the side. The BEST texture product for some long layers is Rusk "Being Undressed". It just takes a small amount, but really is a great, fun product to use!

I would consider cutting some layers especially around the face. Other things you could do would be to use hot rollers or curl with a curling iron to add waves.
