Any religion in which the first parable is "this is how it is - you are evil because your ancestor sought knowledge without our permission" is highly dubious.

One of things God created was free will. The reason He gave people free will was because God wants us to freely choose to follow Him. Some people will choose to follow God, but this also means some will choose otherwise. So, is disloyalty really an invention of God or is it the result of obstinate people? People, in their fallen condition, are to blame.
The idea that blame can be passed of as "Satan did it", is a trick of the devil. Sure, Satan is responsible for a lot of the evil that goes on in the world. However, much of the evil people encounter personally in their lives is largely of their own doing.
It does no good to blame Satan for the evils of the world when some of the evils are caused not by Satan but by mankind.

I just don't know where you are getting the idea that God creates belief or unbelief as a substantive concept. Unbelief is man's nature, if we are to believe it is because of God's grace, not anything that we can do for ourselves.

It certainly is a part of God's plan. He said that many would reject him, even despise him. I don't completely like it, but He gave us a choice so that we aren't puppets doing exactly as he wills.
