The PGA, USGA and the Royal & Ancient Golf Club of St. Andrews typically sets the standard for all things golf.

The PGA Tour's limit (regardless of country) on hole locations is THREE yards from any part of the green's edge. This took place in 2003. This was put into effect to make it harder for the pros. Prior to that it was FOUR yards.

The person responsible for pin placement is called the PINSETTER

There is no specific mention by the USGA in the Rules of Golf about mandated or recommended minimum flagstick placement distance in relation to the edge of the green. The only recommendations regarding the flagstick are that it be at least 7 feet tall and no greater than 3/4 of an inch thick from a point 3 inches above the ground to the bottom of the hole.
