Hi,
I take it you are learning English as a second language--great job and keep it up! English is a difficult language to learn. Your grammar, capitalization and punctuation are much better than that of many native English speakers who post essays to be corrected on Yahoo Answers.
Do you have access to a comprehensive English dictionary or spell-checker? I suggest you use it to catch common spelling errors.
Here is an edited version of your paragraph:

A picture shows eager faces, looking up to the teacher at the front of the room, thirsting for knowledge. This picture [saying "these faces" was confusing to me] is on the front page of a pamphlet explaining the excellent educational experiences students have in government-sponsored
schools. One is astounded when reading about the excellent academic and social opportunities afforded to the next generation. The makers of the pamphlet want such a reaction, in order to ensure that the well-kept secret--regarding America’s failing grade, its consequences for business, and the proposals aimed at fixing the problem--remains private for as long as possible.

I am not sure I understand what you are trying to say from "The makers of this pamphlet...." to the end of your paragraph. How does the astounded reaction of those who read the pamphlet relate to keeping American education problems and solutions a secret? Is the pamphlet supposed to be misleading? Is the photograph of students false or a lie? Please clarify.

I hope you understand the reasons behind the changes I made. Very good work, and good luck with your learning!

Good but some minor errors. I've corrected it for you.

A picture shows eager faces, thirsting for knowledge, looking up at the teacher at the front of the room. These eager faces are on the front cover of a pamphlet that is detailing the excellent education students experience in government-sponsored schools. One is astounded when reading about the excellent academic and social opportunities afforded to the next generation. The makers of the pamphlet want such a reaction in order to maintain, for as long as possible, the well-kept secret regarding America’s failing grades, the consequences for business, and the proposals aimed at privately fixing the problem .

Before I even got past the first sentence, I saw spelling errors galore. Yikes! Spell check or dictionary please!

The last couple of sentences don't make sense to me at all. What are you trying to say in those?
