It's a pot set used to cook couscous. Basically the bottom part looks like a normal pot. The top part looks like a pot with tiny holes in the bottom like a colander. You put the couscous in the top part and cook it over the stew or broth in the bottom portion. You can also use rice instead of couscous. You have to soak it first. It gives it the flavor of the stew.
You can buy them at some arabic food stores. I got a small one for about $30. The larger ones will cost more. You might try looking for one online. Creativecookware.com has some.

You can make do with a metal colander over a pot. Just make sure that the holes are smaller than the couscous.

It's just a fancy steamer designed for cooking large amounts of couscous over a traditional moroccan stew. You can use a regular steamer with cheesecloth to keep the couscous from falling through the holes.

A couscousier is a two-part steamer doodad. meat or veg is steamed in the bottom bit and the steam rises and cooks the cous-cous in the top part. try ebay, they wont be that expensive
